Last hope for those who worked in Novotex-R - civil disobedience

On 19 May 2000. between the textile plant "Novotex-R" - Rakitovo, Mr. Kostadin Chilingirov - Executive Director and the organization of CITUB, represented by the chairwoman Velichka Stoeva, an agreement is signed. In point 4e of it it reads: "Until 15 September 2000. to be paid the amounts due for salary for the period 1 October 1998. - May 1, 2000".

Despite the agreement reached, the commitments made by the management have not come to the present. Having no right to legal strike actions within the terms mentioned in the Labor Code, 220 former workers and employees of Novotex-R AD gathered and on September 24, 2001 established an Organizing Committee for the protection of their financial rights. The chairman of the 15-member committee is Mrs. Katya Tufanova, Deputy Mrs. Angelina Dimova. The committee's actions would range from civil protest to civil disobedience. At the same meeting, a protest declaration with copies was signed to the Minister of Social Welfare, Mrs. Lydia Shuleva, the Executive Director of the enterprise, Mr. K. Chilingirov and to the Mayor of Rakitovo Municipality Mr. G. Mikhailov. In it, people declare that in turn they have complied with the aforementioned agreement and have not violated the law on settlement of the CTC, but so far the privatization funds "Trud and Capital" and "Albena Invest Holding" do not comply with the agreed deadlines for payment of salaries and bring the enterprise to bankruptcy, which has not been declared by law. The demands in the declaration are for: immediate payment of the October 1998 wages. by May 2000; protecting social rights and guaranteeing human values; stopping illegal sales by owners and collecting funds via non-banking. The document ends with the announced determination of 220 people to send weekly protest declarations to the President, Prime Minister, Parliament and national media. A new civil protest followed on 1 October 2001. in front of the enterprise building. The package of documents and the protest declaration were read again. Only the demands of the workers and employees were discovered by Mayor Georgi Mihaylov. Mrs. Shuleva and Mr. Chilingirov have not yet awarded them any attention. On October 3, a meeting of the organizing committee was held with the mayor. Mr. Mihailov informed the protesters that for the requested meeting with Minister Shuleva there are free reception hours until March 2002. Upon meeting with Mr. Chilingirov, he replied that the wages demanded could only be obtained by court. In front of the mayor, the organizing committee once again expressed its resentment that the enterprise is not working and has not been declared bankrupt so that all the damages can receive their money. They emphasized: "It is funny to say that Mr. Chilingirov is looking for an investor for the enterprise, since Labor and Capital and Albena Invest Holding are owners and are the ones who had to invest and provide work for all of us. And they threw us out in stages until May 2000. There is not a single worker left in the plant, and the main means and facilities are being sold out in cash". Protesters warned the mayor that preparations for civil disobedience were under way, which would mainly consist of blocking roads to meeting the demands of the 220 workers. On Friday, October 5, the final decision was made: the protesters announced civil disobedience and on October 10, Wednesday, at 7.00 am, they will block the Pazardzhik - Velingrad - Batak road at the junction of Kostandovo station.
