19 municipal councilors gave consent to the owner of the former polyclinic "DCC 1" Ltd. to start construction of a new hospital in Velingrad. The private health facility will be built over 4 floors behind the now existing polyclinic building and will have 60 beds in 5 wards.
The decision came after a series of meetings with doctors and discussions in the committees of the local parliament. At the session on July 28, the discussion in the hall was also long and stormy, and the councilors had to vote on three requests of "DCC 1": whether to sell the rest to the company after the privatization of the polyclinic municipal parts, whether as co-owners to allow construction of a private hospital and what to do with the non-working seventh month microbiological laboratory. At the very evening of the session, a new case arose, as 9 municipal councilors officially submitted a request for the release of Dr. Yordanka Savova as manager of the municipal hospital "MHAL-Velingrad" Ltd. We recall that Dr. Savova gave full support for the construction of a private hospital and repeatedly was adamant that this did not threaten the future of the municipal health institution she led. Discussion of the request for her release was not reached, as the independent councilor Georgi Mihaylov suggested that the item should not be on the agenda. After three revotes by 15:14, his proposal was accepted.
The starting point in the discussion was what the actual state of the municipal hospital is and how the creation of a new hospital will affect it. Vrid Mayor Atanas Vodev said that the financial situation is not good, the investment opportunities are zero, and accreditation is risky. He pointed out figures for over 300 thousand lev losses and liabilities of "MHAT". D. Mihailov pointed out other figures - that the hospital for the six months had a profit of 52,000 leva. The results are not rosy, the hospital is on the verge of bankruptcy and without the existence of a private establishment, Alexander Daskalov said. He explained that it was precisely to bring order to their own home counselors had requested the release of Dr. Savova. We have adopted a rehabilitation program for the hospital, let's give the manager at least 5-6 months to implement it, was the opinion of Ivan Puknev.
Two-way views were also on the construction of a new hospital. Ivan Puknev supported the idea so that there would be competition and people would see that the councillors cared about them. According to Dimitar Kasapski, this is how it is proved that Velingrad is looking for, not stopping, investors. Dr. Dafov reminded that his fellow doctors wanted a new hospital. Zavarin Marov asked for the decision to be postponed because it is important and must mature. BSP councillors are not against a new hospital, but the private one should not be built on the back of the municipal one, said Ivan Lebanov, who was also initially in favour of postponing the decision and hearing and citizenship opinion. He stressed that if the base is taken, a bankruptcy of "MHAT" will be staked, that a classic scheme for draining municipal property has been made and sooner or later "MHAT" will be privatized. Recep Sijim recalled the privatization of the polyclinic and said that one lies one time. Venko Bozev reported that some of the doctors signed under pressure and dictate that before the session one was also given to counselors and their parents. As advisors, we also need to hear the opinion of people, not just the doctors, whom many do not trust, C urged. Bozev. He opposed comparing investments in a new hospital with investments in a beach or hotel, because there one goes, if one has money, and to a health facility if needed. Mr. Bozev was adamant that Dr. Savova does not implement decisions of the Municipal Council and with actions or inaction leads "MHAT" to bankruptcy. And he asked if Dr. Tikov could put his hand on the municipal hospital on the principle of "debt vs. property". His words that people asked him if the councillors were also shopped challenged Ekaterina Kaferinova. The fact that I have another point of view does not mean that I am shopping, she said and explained that it was crucial for her to be supported for a new hospital by doctors from "MHAT".
Before the Municipal Council his request for construction of a new hospital was also presented by the majority owner of "DCC 1" Dr. Mikhail Tikov. He promised a European hospital where sanitary and hygienic requirements will be higher than hotel, there will be modern equipment, a scanner and the whole spectrum of health services. We will function in parallel with "MHAT", the doctors support us because they want more adequate remuneration, said Dr. Tikov. He promised to reveal a microbiological laboratory within 10 days. Councillor D. Gadzhev recalled that we were lied to with many promises and asked that the commitments made by Dr. Tikov be made in writing, but this did not happen.
At the suggestion of Nadezhda Klyuchkova (adopted only after 3 revotes) the councillors decided for the first time to vote by name and thus to make clear the responsibility of everyone. 20 councillors rejected the proposal for the municipality to sell to "DCC 1" the municipal parts in the polyclinic building and thus kept the position of the municipality as co-owner. Then 19 councillors supported the construction of the new private hospital, and 10 abstained (we publish who voted how in the roll call vote). This vote ended in scandal as Toma Pachalov announced that two councillors (Ivan Panov and Georgi Mihaylov) were not eligible to participate as they are in conjugal and family relationships with doctors from DCC 1. Mr. Pachalov asked for a revote, but his advisers opposed that he should have made the argument before the vote and that 2 votes did not change the final result.
The last decision of the councillors was to conclude an agreement with DCC 1 to launch the microbiological laboratory. Here the case is again complicated because there are already solutions and a signed contract with "MHAT" for the release of the laboratory and they cannot be canceled.
