In roll call vote 19 councillors in favour of new hospital

19 municipal councilors gave consent to the owner of the former polyclinic "DCC 1" Ltd. to start construction of a new hospital in Velingrad. The private health facility will be built over 4 floors behind the now existing polyclinic building and will have 60 beds in 5 wards.
The decision came after a series of meetings with doctors and discussions in the committees of the local parliament. At the session on July 28, the discussion in the hall was also long and stormy, and the councilors had to vote on three requests of "DCC 1": whether to sell the rest to the company after the privatization of the polyclinic municipal parts, whether as co-owners to allow construction of a private hospital and what to do with the non-working seventh month microbiological laboratory. At the very evening of the session, a new case arose, as 9 municipal councilors officially submitted a request for the release of Dr. Yordanka Savova as manager of the municipal hospital "MHAL-Velingrad" Ltd. We recall that Dr. Savova gave full support for the construction of a private hospital and repeatedly was adamant that this did not threaten the future of the municipal health institution she led. Discussion of the request for her release was not reached, as the independent councilor Georgi Mihaylov suggested that the item should not be on the agenda. After three revotes by 15:14, his proposal was accepted.
The starting point in the discussion was what the actual state of the municipal hospital is and how the creation of a new hospital will affect it. Vrid Mayor Atanas Vodev said that the financial situation is not good, the investment opportunities are zero, and accreditation is risky. He pointed out figures for over 300 thousand lev losses and liabilities of "MHAT". D. Mihailov pointed out other figures - that the hospital for the six months had a profit of 52,000 leva. Then 19 councillors supported the construction of the new private hospital, and 10 abstained (we publish who voted how in the roll call vote). This vote ended in scandal as Toma Pachalov announced that two councillors (Ivan Panov and Georgi Mihaylov) were not eligible to participate as they are in conjugal and family relationships with doctors from DCC 1. Mr. Pachalov asked for a revote, but his advisers opposed that he should have made the argument before the vote and that 2 votes did not change the final result.
The last decision of the councillors was to conclude an agreement with DCC 1 to launch the microbiological laboratory. Here the case is again complicated because there are already solutions and a signed contract with "MHAT" for the release of the laboratory and they cannot be canceled.
