On March 22, the Municipal Council adopted the budget of the municipality of Velingrad for 2004. Financial estimates were considered in advance in the committees, because the debate in the House was limited to a few speeches. As a dignity of the budget, Chief Accountant Hristo Savov defined the fact that unlike many municipalities ours does not have a budget deficit and that more revenue is at stake. The Chairman of the Committee on Municipal Property Georgi Mihaylov recommended to seek additional funds from local revenues and to update unprofitable for the municipality contracts. This is extremely necessary, because there is not a single lev in the budget for health care, and without a financial injection from the municipality the local hospital will not hold. Mr. Mihailov insisted the management team to present a program how the municipality will be led.
The chairwoman of the Economic Commission Boryana Belukhova, who was the only one of the councillors to vote "abstained" on the budget, pleaded for the same. Mrs. Belukhova explained that according to the law when voting on the budget it is necessary for the Municipal Council to adopt a program, strategy and plan for development of the municipality, and such have not been developed by the municipal administration. It is not possible to skip a law, the budget should be drawn up on the basis of something, the strategy of the municipal leadership should be presented to us, said Mrs. Belukhova. Zavarin Marov asked why before the municipality always ended the financial year at zero, and in 2003. nearly 500 thousand levs of liabilities have been accumulated. Former Mayor Tzv. Dafov replied that in November 1999. took over the municipality with a debt of 680 thousand, and handed it over with a debt of 200 thousand less.
