On March 21, a session of the Municipal Council was held, at which Dr. Petar Buchkov was sworn in as an advisor from the NMSS list. He entered the place of the temporary mayor Atanas Vodev.

Vodev explained that the total number of employees in the OA and activities is about 300. The structure update was prepared on the basis of a report and analysis by directors of directorates and mayors of small settlements, describing the volumes of work done and the staff provision. The total numbers are preserved, there are no changes that cause dismissals. Mr. Vodev reported that the same morning he received a letter from mayors of town halls criticizing his behavior as mayor of the municipality in connection with the redirection of 2.5 states from cultural activities in the town halls to the construction brigade. He reminded that the mayors have twice had the opportunity to make proposals for redirection, and that 90% of their wishes have been fulfilled, but in the states for cultural activities there are appointed people with primary and lower education. Corrections are also required because the facts indicate that, for example, a technician of a state in Honey Meadows in a year time has issued 4 sketches. We are not looking for a witch hunt, we are not making general changes, but optimizing the work, Mr. Vodev said.
Advisors like Z. Marov and Ek. Cafferinova expressed the opinion that it is abnormal for mayors of town halls to interact with the municipal mayor through letters that they have always been listened to and should be worked in mutual dialogue. Only the mayor of Graevo M. Alkeev spoke before the session in defense of 0.5 state for cultural activities.
Dimitar Gadzhev from the Green Party raised the question of why it is necessary to vote on a new structure. Many councillors exchanged lines about dismissals and appointments in previous terms, but agreed that changes such as the inclusion of a unit to the OS and local tax and fee collection officers should be voted on.
The other controversial position was the municipal enterprise "Sports Properties and Beaches", meetings whose activity was voiced by the chairman of PK "Dolphin" Georgi Kostadinov. He pointed out that in 2005 The swimming federation will not hold the races "Merry Dolphin" and "Golden Fish" in Velingrad because of the bad conditions on the Central Beach. Todor Gulev stressed that there is also a problem with the fact that there are no people in the administration of the municipality who professionally understand sports and tourism and this hinders the overall image. The new structure was passed with 18 votes in favour, four Green Party councillors were against, and three MRF members abstained.
The session also approved the participation of the municipality of Velingrad in the project "Beautiful Bulgaria". The good news is that the Ministry of Finance will reimburse the municipality 40 thousand leva from its co-funding under the projects of "Beautiful Bulgaria" and the Social Investment Fund. The released amount will think about repairing two new sites: the church in Kamenica and the mosque in Krastava, announced At. Vodev.
