The district prosecutor Ivan Daskalov announced on November 16 that an investigation case had been opened against the interim mayor of the Municipality of Velingrad, Stoyan Dulev. Mr. Dulev is under investigation under art. 282 and 283 of the Penal Code in connection with the contract signed by him for the garbage cleaning of Velingrad with the company "Beev and Beev". Because of Stoyan Dulev's pre-performance clause in the contract, it led to the collapse of the Stroycom municipal and to the cleaning of the city by two companies, which poses a huge financial risk to the municipal treasury. The signal to the prosecution that when signing the contract the temporary mayor exceeded his official powers and did not protect the public interest was sent by the Municipal Council - Velingrad. Separately, 17 councillors also signalled to the Appellate Prosecutor's Office - Plovdiv.
If the investigative case finds wrongdoing, the Criminal Code provides for severe penalties. According to Art. 282 An official who violates or fails to perform his duties, exceeds his rights in order to procure benefit or cause harm with non-minor consequences, may receive a sentence of up to 5 years in prison. By art. 283 sanctions range from 1 to 10 years in prison and a fine of up to BGN 5,000. In addition, the guilty person may be sentenced not to hold any more public or state posts. On November 18, the district prosecutor Ivan Daskalov reported on the newspaper. "Tempo" that ordered to be charged against the former mayor of the municipality Fidel Beev. A day before that, investigators had submitted their report on the pre-trial proceedings against Mr. Beev that had been initiated on July 22. The opinion of the District Prosecutor's Office is that evidence of a crime on the job has been found and a court case will be filed against him. The pre-trial proceedings were conducted mainly in connection with the fuel transactions between the municipality and Mr. Beev's companies in his dual capacity as mayor and trader. The charges are under art. 220 and 283 of the Criminal Code and refer to officials who knowingly enter into unprofitable transactions with significant damage to the farm. The penalties are up to 5 years. imprisonment, and possible deprivation of the right to hold public and state posts and to carry out certain activities. A date is set for a trial on the charges brought.
