With failure ended the attempt to be removed from his post the chairman of the Municipal Council Nejat Kehayov. For the second month now, the topic has been discussed "under the surdinka" among various circles of municipal councilors. In the days leading up to the June 29th session, there were all sorts of combinations to gather the 15 votes needed to allocate the chairman and the two vice-presidential seats.
A day before the session, a written request was submitted to the Municipal Council to terminate Nejat Kehayov's powers as chairman. Under it were signed Vladimir Goshevilov, Dimitar Gadzhev and Dr. Dzhambazov from the Green Party, Ognyan Panov from BZNS and Asan Kepchelev from DPS. According to the local self-government law and the rules of the Municipal Council, a written request for the resignation of the chairman can request 1/3 of the total number of councillors - in our case 10, not 5 councillors. In addition to failing to respect this important legal requirement, the five did not offer substantial motives for overthrowing the chairman, whom they accused of failing to implement the program for the first half of 2006, failing to convene an emergency session on a decision contested by the mayor and failing to familiarize the councilors with an audit report of "MHAL-Velingrad". It seems that the petitioners also ultimately assessed his legal bankruptcy plus the lack of support in a possible secret vote for a new chairman because minutes before the session he was removed from the agenda.
It is good that the resignation request of the chairman was withdrawn, but it should be commented, said in the hall Ekaterina Kaferinova. One year before the end of the municipal council's term, someone again wanted to destabilize the local government. Ms. Kaferinova called the document "shameful" and accused the importers of making such an incompetent proposal, even though they already have an internship as advisers and should know the legal requirements.
After the failure of the intended summit change, the tremors in the Municipal Council may settle - at least temporarily and on the surface.
