Only parliamentary forces shared committees

Within an hour and a half on September 2, the parliamentary political forces agreed on the Municipal and Sectional Election Commissions in Velingrad. The law allows extra-parliamentary parties to participate in the committees in good faith, but no one made such a proposal and the seats were allocated only among the parliamentary forces. The meeting was hosted by the mayor Dr. Dafov, who, in an attempt to dampen political disagreements, said that our state will only go when there is a unification between the BSP and the UDF. The OA participated M. Penkina and Diana Barakova.
According to the preliminary regulation, each political party and coalition participates with two representatives: Nadezhda Klyuchkova and Miliyana Shuleva from NMSV, Toma Pachalov and Zavarin Marov from Coalition for Bulgaria, Nejat Kehayov and Asan Kepchelev from DPS, Mariana Baylova and Vasil Ushev from WE. On behalf of coalition UDF appeared representatives of UDF, BZNS-NS, DP and NDPS, but in the end the general principle was observed and remained to represent the coalition Ekaterina Kaferinova and Atanaska Chrischeva.
The OIC was expected to be composed of 11 members (maximum allowable number). On behalf of NDSV N. Klyuchkova suggested that the seats in the OIC should be allocated as in the Central Election Commission for the local elections (CECMI): 5 for the NMSS, 2 each for the ODF and KB and one each for the DPS and WE. With the argument that the ODF is a second political force and cannot be equated with the third, Ek. Kaferinova suggested that NDSV get 4, and ODS 3 seats. One more person in parliament does not make one more person in the OIC, opposes Z. Marov. With the votes of NDSV, DPS and BSP, the original proposal for quotas in the OIC was accepted. The chair in the OIC without controversy was decided to be the NDSV. But both BSP and DPS claimed as secretary of the commission. BSP remained lonely in their request, DPS received the support of everyone else and took the secretary's seat.
Sectional committees will have 7 members, and in the small sections (mainly in health facilities) there will be 5. In a total of 54 sections (22 in the city, 29 in the villages and 5 in health establishments) there will be a total of 3,368 members of sectional committees. After deliberation, an option was chosen for the total number to be divided proportionally among the parliamentary forces according to their percentages in the National Assembly calculated by the CECMI. Thus, with 46% participation in parliament, NMSS received 169 seats in the sections, ODS with 21% - 77, KB with 20% - 74, DPS with 9% - 33 and WE with 4% - 15 seats. This option proved unprofitable for DPS and N. Kehayov announced that he wanted the movement to have a representative in each section and otherwise they would immediately file a complaint. The NDSV offered to give the DPS seats from their quota and the dispute was resolved. The MRF also received the remaining 1%, despite the ODF's proposal to compensate NIE who remain without a person in the presidency.
On a proportional basis, the seats in the leadership of the sectional committees were also allocated. NDSV will have 25 seats for presidents, ODF and KB under 11, DPS 5 and WE - 2. The same is the distribution of vice-presidents and secretaries. Negotiations on the composition of the individual sections will begin on September 10.
