THEATRE Another performance of the Velingrad theatre company was on December 4 in Karlovo. The production "Heaven Without a Roof" by director Marius Donkin has been a huge success. Our actors returned satisfied with the performance and the many applauses received.

SAPARD On December 2, the time mayor Angel Toporchev attended a meeting of mayors from all over the country in the National Palace of Culture under the SAPARD Program. The mayors have expressed disagreements with the mechanisms for absorption of funds under the program, and the Minister of Agriculture M. Dikme has presented for the first time the financial frameworks in the amount of 50 million levs for 2004 and 70 million levs for 2005.

The Municipality of Velingrad has been designated as a pilot when discussing amendments to the Public Procurement Act. On 8 and 9 December A. Toporchev and specialists from the administration participated in a seminar at the Princess Hotel in Sofia, which will discuss how to reduce bureaucratic obstacles in the law.
