The councilors authorized Mayor Ivan Lebanov to sign a promissory note in favor of the State Fund Agriculture in the amount of BGN 2,941,687. It will serve to secure the advance payment on the winning project for reconstruction and construction of the water supply network in Grashevo. The municipality and the fund have already signed a contract for the project, the total value of which is over 5 million leva and will be supported by the Rural Development Program.



After the recent auction, the municipality will release 7 new land properties in the Yundola region. The initial auction price reached in the previous auctions is 35 leva per square meter without VAT (only for the largest plot the initial price will be 30 leva per square). The procedure for the sale of the plots will be a public auction with a secret bidding.

PRICES After disputes, the councilors decided to fix a starting price of 7 leva per sq.m without VAT for spots that will be given for commercial activity in Velingrad. The proposal to raise the current starting price of 2.50 leva/sq.m came from councilors from the MRF on the grounds that the prices for renting municipal land in Sarnitsa and Draginovo are over 4 leva/sq.m.

The Municipal Council gave its consent the Ministry of Justice to use free of charge the first floor of the municipal building of the former NP "Vincho Goranov", where the Regional Prosecutor's Office - Velingrad is currently located. The premises with a total area of 310 sq.m will be used free of charge by the prosecution, and councilors insisted on their part the state office to be involved in the renovation of the staircase of the municipal building.

WITHDRAWN Mayor Ivan Lebanov withdrew two items from the agenda. One was for the long-disputed plot of Dimitar Tonev, whom the mayor said he would invite to talks, as there is interest from large chains of shops to build one in Velingrad. The mayor also withdrew a project for the formation of plots for residential construction in the area of Velyova banya because it is better for the municipal lands there to be used as a park.

In connection with a series of letters from the manager of the municipal hospital "MHAT-Velingrad" Dr. Atanas Tashev, the councilors decided to provide the health institution with the land in his area. The hospital management wants to fence and ennoble the area with shaping places for patients to ooze and trace the boundaries of the property, which is public municipal property.

Elbrus was definitely the route for digging and laying of water supply for hot mineral water for Elbrus Hotel from the locality in Ludzhene to Velyova Banya. Elburs Holidays Ltd. has a water use permit from the MoEW, and the route will be 30 meters long through Yundola Street, with the built water main acting as public municipal property.

CLUB The proposal from the councilor Georgi Chinkov from BZNS to start a rental procedure through auction with an open bidding of the object "Nay Club" was not on the agenda. Ali Marekov of the MRF opposed it because, according to the Municipal Property Act, such a procedure cannot be opened by the Municipal Council, but only by the mayor of the municipality. Mayor Ivan Lebanov is committed at the next session to give information on what steps the Municipal Administration has taken regarding the rent of the former Piccadilly discotheque.

A series of inquiries to the Mayor Ivan Lebanov was directed by the Deputy Chairman of the Municipal Council Alexander Gagov: what is the order of use of municipal cars, what is the amount of fees that receive from the municipality media, why is not a competition for newsstands announced, why is the guarantee for the water supply for Bor returned, does the Mayor drain the Health Insurance Fund by being in sick. The mayor said he will respond when he is ready with all the data, which is difficult, as now 30 municipal employees work 4 hours and others use their mandatory leave.
