The annual financial statement for 2008 was adopted. of the municipal hospital "MHAT-Velingrad" and the report of the independent auditor Orlin Barakov. According to the Chairman of the Committee on Education and Health Venko Bozev, the new management team of the hospital has worked significantly. The profit of "MHAT-Velingrad" for 2008 is 108,000 levs against 45,000 levs for 2007, with revenues growing by 10%. The hospital's liabilities are about BGN 1 113 000, including the imposed distraints, and the reported loss for past periods is BGN 285 241.



GRASHEVO The municipality will allocate BGN 14,300 to the municipality of Grashevo for payment of expenses under the program "From Social Assistance to Employment Provision". Funds must be provided from own revenues.

AVANCE After discussion, the Municipal Council gave its consent to issuing a promissory note in connection with an advance payment of BGN 247,137. This is the amount that the municipality has to pay in advance under the project "Strengthening of landslide processes in the municipality of Velingrad". The project was won under Operational Program "Regional Development" and according to the rules of the program municipalities pay 30% of the total amount of funding in advance.

SERNITSA 9360 BGN are allocated for the issuance of a technical passport for the site "Acquisition of the tourist potential for the purpose of sustainable development of the community of Srnitza and the region through omdernization and reconstruction of the water supply and road infrastructure". At the suggestion of Zlatko Zlatanov, it was decided that the money should be provided from the income from a resort fee because it is invested in tourism.

The existence of independent undersized classes for the 2009/2010 school year was approved. in schools in Pashovo, Grashevo, Copper meadows, Pobit stone. The total amount by which the municipality will have to finance the classes for the months of July - December 2009 is 82,427 leva. The amount will decrease upon inclusion of OU "N. Vaptsarov" in Pobit Kamak in the list of protected schools - then the state will take over the funding in the amount of 31,703 levs. The councillors also voted for independent half-day groups that will work in Tsvetino, Gorno Birkovo and Cholakovo.

The over 10-year efforts of Tosko Ilinov's successors have ended. In 1998 at the privatization of "Tursstroy-Yundola" the municipality of Velingrad also sold their restituted property. After repeated requests from the heirs on July 30, the Municipal Council voted municipal properties, which indemnifies them.

KARA TEPE The Municipal Council confirmed its 2007 decision. to replace municipal forests with a total area of 318,559 sq.m in the Brezi and Kraishte localities with forests of state forest fund of Kara Tepe. The replacement solves the issue of land ownership in the ring polygon of the Kara Tepe villa zone and was therefore unanimously supported.

PARKING With a mass vote "abstained" councilors did not give permission for parking spaces with a total area of 58 sq.m in front of the guest house "Gergevana" on bul. "Vela Peeva". Against the parking on the boulevard spoke Sofia Klyuchkova from IC "Let's work for Velingrad", who also expressed the opinion of residents in the neighborhood.

At the request of "Doshev" Ltd. with representative Ivan Doshev, the councilors decided to sell municipal property with an area of 1.331 acres in the "Blagovoto" area. The land will be used for the expansion of a "Photovoltaic plant with a capacity of 56.7 kW", which will produce electricity from the sun.

SCANDAL In the vote on a request by Snezhana Dzhihanova to fill the cadastral plan with a new property in the district. 414 B a scandal broke out between the municipal councilor Boris Kostov and the head of the department ""KRZP"" Ilko Nikolov. Mr. Kostov insisted that the property was out of regulation and on an asphalt street and accused the OA of lying. Mr. Nikolov called B. Kostov, having returned his properties, did not prevent others from getting them back and announced that he had already listened to accusations and would therefore give the adviser to a prosecutor. In the end, the request was not granted.

The President of the National Center for Social Rehabilitation (NCSR) Plamen Zahariev made a request to the Municipality of Velingrad for an extension of the lease agreement of 2002, which was annexed in 2005. The councillors rejected the application on the grounds that the NCSR is a non-governmental, not a budget organization and the municipality does not have the right to rent out premises free of charge. According to Venko Bozev, through the gratuitous use so far the municipality has donated to the NCSR about 40 000 leva saved from the rent of the room on Blvd. "Al. Stamboliyski". Deputy Mayor V. Tsvetanova reminded the councilors that it is about servicing people with disabilities and the building is adapted for easy access, next door is the Club of the Disabled, the partnership between the municipality and the NCSR is very good. The municipal council voted for the room to be held a competition for paid use for 3 years.

COMPETITIONS The municipality will rent out through publicly announced competitions several retail outlets: a kiosk for shoemaking services on ul. "Ivailo", kiosks for selling snacks in schools in Pashovo, Draginovo and Velingrad and a veterinary pharmacy shop on the Cooperative Market.

DRAGINOVO It was voted that the municipality will provide 60 000 leva from over-execution of its own revenues for the preparation of projects for reconstruction of the sewerage and water supply network in Draginovo.

With 20 votes in favour and 2 abstentions, councilors from different political groups allowed Aquarex Ltd. to change the construction plan with a new construction spot on one floor.

In order to put into operation the new 100 cc pond of Honey meadows, the municipality will have to give 15 000 leva. The money must come from over-execution of own revenues. Currently, 900 people in the village use an 8-cubic pool.
