The local parliament confirmed the 3 decisions of 9 December 2004 challenged by Stoyan Dulev. - for the release of Mr. Dulev as interim mayor; non-election of S. Chavdarova in office and election of At. Leads for interim mayor of the municipality. The decisions were reconfirmed by all councillors except those from the BZNS and Green Party who abstained.

The day care center for children with disabilities will be housed on two floors in the former nursery at Kindergarten "Children's Paradise" in Kamenitsa, the councilors decided. The initial option to open the center in Chepino was dropped for now, as RSPAB refused to co-ordinate the building as not meeting fire requirements.

TRADE The Municipal Council adopted a new Ordinance on Commercial Activity, which regulates the conditions for registration, opening and operation of sites for trade, tourism and services on the territory of the municipality of Velingrad.

According to the latest amendments to the Local Taxes and Fees Ordinance, a fee will be collected for the use of sidewalks, street lanes and other municipal terrains for the placement of building materials. According to the zone, the monthly fee is from 0.40 to 1.10 leva. The annual fee for wholesale of alcohol is from 300 to 350 leva depending on the square of the commercial area. The fee for issuing a certificate for registration of commercial activity was set at 5 leva.

HOSPITAL The councillors voted a change in the amount the municipality grants to "MHAT - Velingrad" for the repairs made. The hospital will receive 50,000 leva from the Privatization Fund instead of the 10,000 leva voted in September.

MARKET The two unfinished shops in the Market area will be rented out, with the councilors explicitly recording that the premises are given for a fast food establishment and a bread shop. Tenants will undertake to finish the shops with their own funds according to the project documentation.

The Standing Committee on Public Order, Complaints and Signals of Citizens will prepare proposals for jury selection. For District Court - Velingrad 25 jurors will be confirmed.

MONEY The Municipal Council allocated a series of amounts from the Fund "Privatization": 5000 leva for light commercial vehicles for the kindergarten in Grashevo and the school in Sarnitsa; 10 000 leva for repair of the toilets in the community center "Otets Paisii"; 3000 leva for joint funding together with the Fund "13 Centuries Bulgaria" for modernization of the Art Gallery; 5000 leva for construction of front-office of the "TSUSA" Directorate in the municipality.

A plan was adopted to carry out inspections on the implementation of privatization, concession and company contracts with municipal participation for the first half of 2005. From January to March, the interim committee chaired by M. Alexiev will check the concessions of the three municipal baths, and from April to June the contracts of Amos-sport AD, Parkings and Garages Ltd, Horos Ltd, Sport Beevi AD, Aquarex-V AD and Aquarex Ltd.

24 councillors voted to revoke the w.i.d. order. Mayor Dulev from December 6 this year, which prohibits the use of municipal cars by councillors. By law, the administration is obliged to provide transportation when councillors travel in municipal matters.
