With a minute of silence, the municipal councilors honored the memory of the recently deceased Stoyan Delibaltov - an honorary citizen of Velingrad, a man of great merit to public life and to the landscaping of our city.
A new Ordinance on the Deployment of Temporary Moveable Objects was adopted. It defines the rules by which commercial sites are placed that are not massive construction. After long disputes, the councillors decided that the ordinance should not apply to pavilions, although Chairman N. Kehayov took the opposite view. Thus, the new rules will work for trading tables, carts, ATMs, ice cream machines, popcorn, booths, etc. A tender or competition will be announced for the pavilions. The other significant change in the ordinance is that the scheme for the placement of the sites will be made by the chief architect, but will be approved by the Municipal Council. The mayor will determine the sites for the placement of sites on municipal land, but again will need approval from the Municipal Council.
Road network Designated were the sites of the municipal road network for which funding will be requested from the state in 2006. The list is drawn up every year, but the amounts requested under it are used by the government primarily for forecasts when drawing up the budget. The municipality wants nearly 5 million leva for 14 road sections, but it is clear in advance that the vast majority of this money will remain in the sphere of wishes.
REGULATIONS 11 items on the agenda were related to various requests for changing regulations on private plots. Most of them were approved by the councillors. A discussion has arisen regarding the request for conversion of a property at ul. "Georgi Kirkov" from "for landscaping" in "for residential construction". The dispute was that the mandatory public discussion for green area conversion was not announced in a local media, but in a Pazardzhik newspaper. This is how public opinion is bypassed, announced the chairman of the TSU Committee Nikolay Tausanov. According to N. Kehayov this and other cases show that in decisions to change regulations, councillors easily ignore the municipal interest.
A report was adopted prepared by the Vice-President M. Alexiev report for the so-called. "traveling seminar" of the Municipal Council. For half their term, the councillors have held 8 traveling seminars. The conclusions from the exchanged experience with several municipalities indicate that Velingrad lags behind on important indicators: there is no new general development plan, there is no established documentation of a ring, there are only beginnings of public-private partnerships.
The municipal company Stroycom has received permission to withdraw new credit, the amount of which will be 70 thousand levs. The amount is for the purchase of garbage collection equipment.
DECLARATION A model of the declaration that companies and legal entities have to submit by the end of November in connection with the payment of a garbage fee for 2006 was approved and adopted.
Asphaltizing 10 thousand levs were allocated for asphalting on ul. "Bacho Kiro". The proposal, which we wrote about in the previous issue, belonged to Councillor G. Mikhailov and was supported by the majority of councillors.
Funds Approved were 1000 leva for the completion of a retaining wall in St. Petka, suffered in the summer floods. For independent construction supervision of the repair of the Pashovo - Rohlevo - Birkovo - Krastava road, 5000 leva were allocated. The road is being repaired with funds from the state-owned company Public Investment Projects.
The leases of el. service in the building of “V. Goranov" and the DSK Bank in Sarnitsa.
Asking Councillor Z. Marov asked Mayor Dulev how the students from Birkovo and Ablanitsa were transported, for which one of the three school buses received by the Ministry of Education was designated. Students from Cvetino are temporarily riding the bus to Birkovo, as the bus there is seriously damaged, Mr. Dulev replied and reported that the municipality has made a request for 3 more school buses to the education ministry.
