Session - not until May

28.04.2009 09:07 •
The series of non-working days will affect the work of the Municipal Council - Velingrad. The Bureau of Operations on April 21 decided that the upcoming regular session will not be held on the last Thursday of the month, as per regulations. As many councillors will travel, the meeting will be scheduled for 11 May, with the Standing Committees meeting on 7 and 8 May.

A 35-point draft agenda was considered, with Chairman M. Djambaz refused to include points entered after 12 p.m. on April 21.
The session is to adopt the accounts and balance sheets of the two municipal companies VKTV and Stroycom. The allocation of 23,000 leva for carrying out the most urgent repairs on the Central Mineral Beach will be discussed to make it work for the summer season. There is a proposal for the municipality to support with 5000 leva the preparation of the state champion Martin Batsanov for participation in the European Swimming Championship. Again, the complaint of carriers from Velingrad, who insist that the municipality should not issue permits to taxi companies from other cities. Many of the points are related to the liquidation of co-ownership and validation of TSO assessments. Due to serious tension among the population of Draginovo, the change point in the reallocation of a land property of nearly 13 acres in the locality "Gradev lok" was dropped from the agenda.
M. Dzhambaz demanded that the committee for the municipal lands in the Elovata locality near Krastava be ruled faster. He signaled that areas were being ploughed there at the moment and a letter was sent to Mayor Lebanov to stop this. Dr. Zheko Cheshmedzhiev, Chairman of the Committee on Municipal Property, explained that they had made a check at the Agriculture and Forests Service. Parts of properties are used under lease contracts, but there are no sketches and it is not clear exactly for which parts of the properties there are contracts.
In the preliminary agenda, the lack of a point on which to report the temporary commission for control of the performance of concession contracts is noted. And by a decision of 26 March, the majority elected a 5-member commission to check concession contracts and to announce the results of the inspection at the regular session in April. Public expectations on the topic are high, especially because of the closure of the Mud Bath by the concessionaire SD "Bev Brothers".

"Let's Work for Velingrad" writes to the Attorney General
After the extraordinary session on April 21, the civic initiative committee "Let's Work for Velingrad" prepared a letter to the Prosecutor General Boris Velchev. This action was reached by the committee after numerous conversations, letters and calls to the majority of DPS, IMRO and BZNS to stop its illegal actions.
"You can no longer tolerate this disregard for the rights of voters - residents of the municipality of Velingrad, as well as concealing lawlessness in the decisions of the Municipal Council by the councilors themselves in defense of personal interests of a group of people. If you can not hold the iniquities accountable, there is no one to turn to anymore," wrote the chairwoman of the initiative committee Sofia Klyuchkova to Prosecutor General Boris Velchev.
The letter also says: "We say: You are breaking the laws", and the chairman of the Municipal Council says: "Whatever the majority decides" and he himself voted against the law. Thus months pass - session after session, and important for the development of the municipality issues are not considered at all."
The letter is a copy to the National Association of Municipalities in Bulgaria and to lawyers, and the letters, declarations and signals of violations sent by "Let's work for Velingrad" to the Municipal Council and the Mayor are attached.
