The last July session of the Rakitovo Municipal Council began with a vote on a 5% increase in the average burthen wage in the budget sphere, as of July 1, 2002. The increase in water prices by 2 cents for Rakitovo, 3 st. for Kostandovo and 5 st. for Dorkovo, however, was not approved by the local parliament.
The apple of contention was the proposal to create a new municipal company to unite Tsigov Chark Ltd. and VKTV Ltd. The manager of "Cigov Chark" N. Garalov made a report on the activity of the enterprise by emphasizing the "systematic isolation of the company by the municipal administration and non-provision of construction sites", which affects the poor realization.

In response, the mayor of the municipality, Georgi Mihaylov, submitted a proposal to terminate the management contract of the current manager of Tsigov Chark due to a violation of the Public Procurement Act (PPA). An opinion of attorney Ventsislav Levicharov from Pazardzhik on the case says that when participating in a public procurement procedure Nikolay Garalov, in order to meet the legal requirements of the PPA, has forged official documents issued by a state body. He quoted in his statement the documents: certificates of NSSI, District Court and TDD - Pazardzhik. "The application has attached forged documents in order to mislead the commission appointed by the Mayor of the municipality to conduct the procedure and carry out the ranking of the candidates," wrote the lawyer and recommended that in case of indisputable evidence, the Municipal Council is in its right to unilaterally and without notice terminate the contract of the manager of "Cigov Chark". Mr. Garalov's reaction was that under the circumstances he considered it expedient to resign. For the interim in office, the mayor proposed Chief Accountant Elle. Dimova, who will lead the company until the completion of the competition for a new manager. The proposal for a new company was postponed until an analysis of the activities and assets of the former municipal companies VKTV and Tsigov Chark was presented by the mayor. The decisions of the extraordinary session on the policy of the Municipal Council regarding municipal companies on August 5 will be announced in the next issue. On the agenda of this session is also the decision for the city stadium, an interest to which two companies are interested.
