This is the third time since the regular local elections in the autumn of 2003. The municipality of Velingrad will elect a mayor. By decision of 18 May 2005. The Supreme Administrative Court ruled inconclusively and without the right of appeal that it cassed the election of Fidel Beev as mayor of the municipality.
The SAC confirmed the decision of the Pazardzhik District Court that as a result of the many violations found, the elections for mayor of the municipality of Velingrad are completely flawed. The Supreme Justices reasonably rejected all objections in the cassation appeal filed by Fidel Beev against the decision of the Pazardzhik Court. The SAC considers as indisputable violations of the law the replacement of members of sectional electoral commissions; the lack of signature of mayors of settlements in electoral lists; the lack of data on permanent address of voters; the addition of voters and the numerous amendments made by the electoral commissions in the lists on the very day of the elections; voting with invalid ballots; violations in the counting of ballots without envelopes, which speaks of voting with ballots taken from outside and previously distributed; Beev on the day of reflection, etc. All these violations vitiate the election entirely and make it impossible to control the legality of the election result, decrees the SAC. Because of this, the various mathematical recapitulations of votes are irrelevant, the supreme judges consider. They also add the fact that 9 of the 11 members of the OIC - Velingrad have signed the decision to declare Fidel Beev mayor of the municipality with a particular opinion - that is, they have essentially noted doubts about the lack of a real legitimate choice.
After the final decision of the SAC for cassation of the elections, the President Georgi Parvanov is on the move again. He will have to issue a decree to set a date for another mayoral election in the municipality of Velingrad. In any case, the election for mayor will be after the parliamentary vote on June 25. Most party headquarters predict that we will elect a mayor in the fall.
