Part of the water supply network for mineral water in Velingrad under the Water Act is public municipal property. This water supply network is maintained and repaired in case of accidents by the municipal company VKTV, but so far the company does not receive any revenue for the repairs. From now on, users of mineral water that receive it over the municipal water supply network will pay rent. The municipal council discussed the situation and decided to offer a rental price of 10 stotinki (excluding VAT) for the transfer of one cubic meter. By law, however, the price must be calculated by VKTV, after which the company must notify the Municipal Council. Until the calculation is made, it will be paid at a cost of 10 stotinki. The municipality has an accurate register of users of mineral water from municipal water pipelines, after an 11-member commission 2 years ago collected and summarized the data.
The proposal to pay a fee did not go without controversy. According to Dr. Dafov, he was so stressed about the priority of Velingrad as a balneological resort, and the municipality has no act that the water mains are public municipal property. The issue is settled by law, the municipality does not have acts for the streets either, but they are public municipal property, explained OA expert Nedelcho Tomov. For his part, Georgi Mihaylov insisted that many of the water pipes are departmental or of the state enterprise "SBR-NK".

According to the manager of VKTV, Nikola Deliev, the situation with the mineral waters is like this:
In Ludzhene the flow rate is 30,000 l/s and there are issued permits for use of 26,110 l/s. In Kamenica the flow rate is 22 600 l/s, the permits are for 8 380 l/s, that is, there are 14 240 l/s available. In Chepino the flow rate is 57,330 l/s, the permits are for 13,534 l/s, 43,506 l/s are available.
Of course, these data are for official users with the corresponding permits, and it is an open secret that in practice there are also quite a few users of mineral water without legal right.
