STOP MARKET CONCESSIONS
By decision of 4 November this year. The Pazardzhik District Court overturned the decision of the Municipal Council - Velingrad to give the Cooperative Market a concession.
The decision was taken on 15 May 2002. by 20 votes, against were councilors of the BSP. It envisaged the municipality to give the Market a concession for a period of 35 years and an initial price of about 1 million leva for the entire time of use. The court case came after the regional governor Ivan Dimitrov stopped as unlawful the decision of the municipality of Velingrad.
The decision of the Pazardzhik Court refers to the fact that the Municipality of Velingrad does not hold documents for ownership of the Cooperative Market. According to the mayor, Dr. Tsvetan Dafov, the municipality has municipal property acts on the Market. Another question is whether the documents were presented to the court by the lawyer hired by the municipality from the office of the famous lawyer Tashkena Kolcheva. The municipality has 14 days in which to assess whether it will appeal the court decision to a higher instance. The main concern is that the procedure in the Supreme Administrative Court is very long. As a way out of the situation, the mayor pointed out that a broad discussion could be made before the Municipal Council and a new solution could be submitted, which would enjoy the support of a wider range of municipal councilors.
A new classification under the public order for cleanliness dated November 1 is the decision of a three-member panel of the Supreme Administrative Court, which cancelled the results of the competition for the award of public procurement for cleanliness, snow removal and landscaping.
A committee chaired by Deputy Mayor Snezhana Veleva held the competition on March 26 this year. with the participation of 5 companies. The declared annual value of the public procurement was 580 0000 leva for the cleanliness plus 150 000 leva for landscaping as the contract with the winner is open-ended. On the basis of the decision of the committee, the mayor Dr. Dafov issued an order in which the company "Beev and Beev" Ltd. was ranked first. Publicly, the commission only announced the ranking, with no details on the offers themselves. The result was appealed by the remaining second place "Sheele-Bulgaria" Ltd. Your decision is final. It revokes the mayor's order and assigns the municipality to make a new ranking of the offers according to the conditions of the public procurement published in the State Gazette.
