Residents of Sarnitsa asked by declaration and subscription to the Municipal Council and to the Regional Governor the resignation of the village mayor Shukri Yakubov. As reasons in the declaration are listed: Mr. Yakubov undermines the prestige of the mayoral institution, commits illegal acts that are not in the interest of the development of Sarnitsa, falsifies documents for the purpose of benefiting and misleads the superior authorities, deprives the village of terrains for public needs, etc. As evidence of the heavy charges, the signatories of the declaration indicated first of all that in January 2000. Mayor Sh. Yakubov with the assistance of technique Mehmed Eminov to issue a document for ownership of a terrain of 1200 sq.m. under and around the former forestry building in Selishte. According to the document, the land is owned by the heirs of Khalil Yakubov, grandfather of Mayor Shukri Yakubov. In return, the mayor signed another document, with which the technician M. Eminov expanded by about 700 sq.m. own plot in Sarnitsa. The plot in question is municipal, and Eminov has only a granted right of construction on it, the declaration claims.

The Czernish mayor is also accused of dividing the plot for the Health Service into two as the new one is designated for housing construction, which would hinder a future extension of the undoubtedly needed Health Service of the village. And more: in the name of the heirs of Khalil Yakubov is given a property of 2000 sq.m. in the area of the old kindergarten in Sarnitsa. The Yakubs had no land there, this property has been owned since 1936. from the Forestry, and thus liquidated one activity - with a small renovation the building can again work as a children's institution. The conclusion of the signatories of the declaration is that they have overpowered the private-personal interests of Mayor Shukri Yakubov and therefore insist without delay on his resignation. The full text of the declaration was read before the Municipal Council at the session on 9 July by Chairman Nejat Kehayov. In response, Mayor Shukri Yakubov said that the author of the declaration was the independent municipal councilor from Sarnitsa Recep Sijim, with whom for years they have had personal conflicts moving into public work. These are old accusations sent to different institutions, but after checks made in the Emlak Register and the formation of a preliminary investigation, it proved that everything is legal, Mr. Yakubov said. It is not my fault that my grandfather was a property man, and the family was repressed and displaced by Sarnitsa, he added. The Czernik mayor was adamant that he would not give his resignation, as 60% of the deer voted for him, and the petition was supported by 60 "sub-crowned" from the R. Sijim close. The municipal council did not debate and did not decide on the case, as it is not within its remit. It turned out, however, that the agenda of the session included a draft decision exactly for the disputed property in the old kindergarten in Sarnitsa, for which to be issued a certificate of ownership of Feti Halilov Yakubov and to make a new assignment "for residential construction". Chairman N. Kehayov reported that there was oral information with him that a court case was being conducted for the property and he suggested that the point be postponed in order to carry out an inspection. Councillor Recep Sijim also spoke about the postponement, drawing up a commission to track the problem so as not to destroy the kindergarten. Mr. Sidjim said that there was nothing personal about Mayor Yakubov, but he resented the illegal actions. According to him, over 300 signatures have already been collected under the declaration.
