Midterm Councillors: We passed a tough exam

At the end of 2 extremely difficult and dynamic years, after one regular and two partial elections for mayor, endless court battles, tension and negativism among the residents of the municipality, public and personal conflicts Municipal Council - Velingrad made its reckoning. On November 10, exactly 2 years after the launch of the new local parliament, its chairman, Nejat Kehayov, presented a detailed report on the work done and undone by the councillors (the highlights of the report are published separately). He shared that it was difficult for him to write this report because all the troubles that became known during this period Velingrad have put an imprint and have also reflected on the Municipal Council.
At the middle of the term, the Municipal Council announced its conclusions and lessons, summarizing them with the words "Over every decision should stand only the public interest." In addition to Mr. Kehayov, the vice-chairman of the BSP groups - Toma Pachalov, DPS - Recep Sidzhim and "Saedinenie" - Ekaterina Kaferinova took part in the press conference. The chairwoman of the NDSV group Nadezhda Klyuchkova was not present.
After the presentation of the report, the logical first question was why the majority of the citizens of Velingrad do not like the work of the Municipal Council, why it does not have the necessary synchronization with the citizens, are they aware of the assessment of their work by the voters.
Ekaterina Kaferinova stressed that she does not accept the launched thesis that the advisers protect their personal and corporate interests. On the contrary, for the first time something happened in Velingrad that is outside the norms of politics - we are witnessing a majority in the Municipal Council, in which numerous political parties participate. This indicates that the councillors have overcome personal and political interests and this in the name of the public interest, said Mrs. Kaferinova. In the case of the purity contract, the majority of councillors protected the public interest because they had a different attitude towards municipal property with the then municipal leadership. The negative attitude towards the Municipal Council was formed largely by the media, Ek said. Cafferinova, hurling reproaches at the cable TV station "BBTV" for not giving the right of response and not inviting municipal councilors. Mrs. Kaferinova thanked former Vrid Mayor Atanas Vodev for his and the entire Crisis Headquarters work during the floods in August. As the biggest omission in the work of the municipality, she pointed out the insufficient efforts in terms of European integration, which M also agreed with. Alexiev.
The organization of the work of the Municipal Council is to help the citizens: the dates for sessions and committees are known, there are vice-presidents who distribute the tasks, there is also a public relations officer, said Toma Pachalov. There are no major disagreements between voters and the Municipal Council, added Recep Sijim. According to him, a group of paid people have lied to the population in the area and claiming that 29 councillors are criminals is like saying that the Maritsa River springs from Greece. The negativity and the attitude of the citizens towards the Municipal Council is formed by their awareness, was the thesis of N. Kehayov, who also did not spare criticism of the coverage of the sessions. The president of the local parliament said he was an ardent supporter of citizens' participation in the management of the municipality; that an attempt was made to involve people in the discussions of the municipality's development plan and budget, but so far there has been no broad public discussion. Nejat Kehayov also recalled the committees formed in the last 2 years. We extended an invitation to these initiative committees for discussion, but it was not accepted; we are ready to debate, not just to comment one-sidedly on the television screen, N. Kehayov. His self-assessment is that the Municipal Council during these 2 years passed a very difficult exam, went through contradictions, came to antaginosms, to a last resort such as the removal of a mayor, but managed to defend the public interest. Therefore N. Kehayov thanked the councilors for their decisions and reminded that only time is a judge and yet to be spoken about this Municipal Council, which for the first time is not impersonal. The councilors informed that the agreement with Mayor Stoyan Dulev is being respected and he informs them every week about municipal affairs. A sign of a change in attitude towards the Municipal Council is that the mayor has proposed councillors to join committees together with the administration, including in drafting the program to the development plan of the municipality.
For the next 2 years of the term, the councillors are optimistic that in case of good relations between the council and the mayor, the energy will be directed to the stopped development of Velingrad and the municipality. So far, no specific ideas have been released, but Ek. Cafferinova and T. Pachalov hinted that he was thinking and we can expect the advisers to clarify ideas on how to get to Bansko and Samokov. In fact, that is exactly what the taxpayers expect from them, and since they did not get it for 2 years, in the remaining 2 years of the term they will rightly demand much more from this Municipal Council.
