Councillors cut garbage fee

In 2005, we will pay less for a garbage fee, the Municipal Council decided on December 16. Until now, citizens paid 4 per mille on the tax assessment of properties, and companies - 12 permille. As of next year, there are 3 for the population and 10 for the companies. The new methodology for calculating the garbage fee was developed by the Chairman of the Municipal Council Nejat Kehayov and the Director of the Information Center for Medium and Small Business Daniela Peneva.
For residential and villa properties in Velingrad, Sarnitsa, Krushata, Pobit Kamak, Draginovo and Yundola the garbage fee will be 3 permila. In these settlements there is an organized waste disposal, but the dispute was whether it was fair for those living in Velingrad and the other listed settlements to pay equally. The chairman of the Committee on Ecology Ismet Babuchi stressed that there are a number of additional activities in Velingrad such as washing the streets, landscaping, etc., which do not exist in Sarnitsa and the other villages and therefore the washing should not be the same. He suggested that 4 mills remain for Velingrad and that 3 mills should be paid in the other settlements. In addition, mass caterers must pay a higher fee because they dispose of more waste. Nejat Kehayov agreed that there are grounds in such a request, as the maintenance of public places is different. But in order to have a fully fair fee, the payment for each settlement must be calculated separately. Sarnitsa's account, for example, is unregulated, the necessary costs may turn out to be well over 3 promil. In the current version, the big burden is borne by the companies, but there is no methodology by which to determine which of them exactly how much garbage it throws away. Let's stop dividing into areas, Boryana Belukhova urged, pointing out that a family of four in Velingrad and Sarnitsa throws out about the same amount of garbage. But the amount of garbage fee in Velingrad is de facto much higher, because here the tax assessment of the buildings is many times higher. The lots on which the garbage fee is paid in Velingrad are twice as much as in the settlements by the municipality, and the tax assessment is 10 times greater, added D. Peneva.
Councillor A. Kepchelev explained that there are only 20 dumpsters for 5,000 residents in Draginovo and because of the poor quality of the service it is not fair to pay like in Velingrad. But the advisers were of the opinion that the organization of the containers and waste collection is the job of the contractor and the claims should be to her.
It was decided that for residential properties in all other settlements where there is no organized waste collection, 0.9 per mille will be paid on the tax assessment. The same is true for undeveloped properties in regulation. Non-residential properties of persons registered under the Commerce Act will be taxed at 10 per mille. If the companies choose to pay on the basis of a requested number of garbage containers, then for a container type KS-1 and for "Bobber" they owe annually 800 leva, for a container type KS-4 - 1800 leva, for a bucket "Meva" - 250 leva. A plan-account was also approved for the cleanliness activities in 2005, which amounted to a total of BGN 650,000.
