Atanaska Hrischeva took over the management of the new municipal enterprise.
He looked around "SIP" - again "SIP". But if "SIP" used to mean "Sports Properties and Beaches", now it means "Sports Properties and Markets".
With an extremely fast procedure on January 26, the Municipal Council united on the principle "2 in 1" the previous municipal enterprises "Sports Properties and Beaches" and "Municipal Markets and Markets". The proposal for the merger of the Beach and the Market was made by Mayor Stoyan Dulev and is dated only a day earlier - January 25. If councillors followed their own rules, they should not have included the item in their agenda at all. Or out of best man's shame, at least they had to analyze, calculate, debate, weigh pros and cons, argue in an effort to find the best formula for or against the unification of the two heterogeneous activities. On the contrary: the decision to merge was made in a matter of minutes, but on the other hand by an impressive majority of 20 votes. He was not supported by the Green Party and BZNS groups. In a market economy, firms undertake a merger after serious economic analyses and based on accurate profit accounts. The only account made during the brief discussion on the subject was of Mayor Stoyan Dulev. According to his rough calculations, the merger of the two enterprises will cut about 5 states and from this the municipality will save about BGN 20,000 a year from wages and social security contributions. These levs, Mr. Dulev claims, will be able to target sporting events. The draft decision even included a text that the new enterprise will have an "off-budget revenue-cost account" - a legal mirage that can fool only those who dream how rivers of levs will flow from the cash desks of the new "SIP" for the sport. Mr. Dulev withdrew the text on the grounds that it was a manifest error. But he did not explain then under what mechanism money will be given for sports. As much as the savings account was posted, it was enough to convince the majority of councillors. Only Dimitar Gadzhev from the Green Party insisted on an answer whether a profitable enterprise would really be created or just someone's job is being sought. No one else even attempted a public debate on the not-so-important topic. Immediately after the vote on the merger of the two enterprises, a director of the new one was also elected. At the suggestion of the councillor Alexander Daskalov, the councilwoman Atanaska Hrischeva was elected to the post. Mr. Daskalov did not argue his proposal, Ms. Chrischeva did not offer her vision for the future enterprise. Since "SIP" has the status of a municipal enterprise and not a company under the Commerce Act, Mrs. Chrischeva will also be able to keep her place as a municipal councilor.
In the rush, the councilors even failed to relieve from the managerial positions the previous managers of Municipal Markets and Markets Julia Gagova and of Sports Properties and Beaches Nikola Todev. Mr. Todev had to remind them, and this was done subsequently.
Within this agenda item, a change of the Municipal Enterprise Management Rules was also voted on. According to the new text, they are managed by directors appointed by the Municipal Council with the votes of more than half of the councillors. The directors are on an employment contract, which is concluded by the mayor of the municipality after a decision of the Municipal Council.
The structure of the new enterprise includes a director and 3 departments: accounting, markets and sports properties. The number of staff according to the decision of the councillors is 36 full-time, of which 16 seasonal. Ekaterina Kaferinova made a proposal to the structure to include a deputy manager with an argument that the new enterprise is large. The money for the football will go to the deputy manager's salary, commented attendees in the hall.
The new "SIP" became the legal successor of the entire property of the two previous enterprises. A Regulation regulating its activities was also adopted.
