The municipal council lowered the garbage fee for Velingrad from 4.5 to 3 per mille. On February 13, the councillors argued for nearly 2 hours. The mayor's proposal was for the fee to be 3.5 per mille. From DPS mer Hamza submitted a proposal for 2.5 promil. Some of the councillors (mainly from the UDF) defended the 3.5 promila requested by the mayor Dr. Dafov and the director of Stroycom. The mayor pointed out that the fault of the municipalities for the high garbage fee was overexposed, and the increase came in fact from the new tax assessment of the buildings determined by the government. If the fee is below 3.5 per mille, Velingrad will be dirty and I do not take responsibility, said Dr. Dafov. Ms. Goncheva outlined the situation with figures: in case of a voted plan-account of 580,000 levs, if the promi is 3.5 should receive 512 000 levs, and in case of 2.5 - 440 000 levs. These figures are in effect at a hundred percent collection rate, and the de facto collection rate is about 70 percent. At 3.5 promila is 16.50 levs per year per inhabitant, calculated Mrs. Goncheva. If we reduce the fee below 3.5 per mille now everyone will call us "Bravo!", and by staying the city unclean they will criticize us, outlined the future Georgi Yanev. At the opposite pole remained the statements of advisers from BSP and DPS. According to Georgi Avramov, the municipality should not skin another one of the already poor Velingrad citizen. He believes that nothing changed in the cleanliness of the city in 2001. and therefore one should look at the internal organization of Stroycom and look for reserves there. Nejat Kehayov recalled that there is a public procurement for the cleanliness activities and someone can offer lower offers than those of Stroycom. According to Mikhail Alexiev, one cannot raise taxes and expect higher collection rates, and if one cannot cope, one must give way to another.
Three proposals were formed: for 3.5, 2.5 and 3 promil. They went through two votes, but none garnered the required 15 votes. The sobering came after a deliberate break. In the new vote, only 10 votes were cast for 3.5 per mille, and in the end all united around the compromise 3 per mille proposed by H. Marov.
