One of the heavy damage done to the infrastructure in Draginovo by the torrential summer rains was the destroyed heat pipeline. It heats with mineral water the school where 740 students are studying and the kindergarten attended by 120 children. The hot water is also used the buildings of the town hall and the community center.
The restoration of the thermal conduit was partly carried out by making one of the two routes. The school and kindergarten are currently being heated. But the work of the contractor company is not paid. It is urgent to repair the second route of the heat pipeline as well, as if the first one fails, the heating will spread out in the middle of winter. With these motives, the mayor of Draginovo A. Alendarov submitted a proposal to the Municipal Council to allocate 22 thousand levs for the restoration of the heat pipeline. The main debate was understandable from which item in the municipal budget to take the money. A month before the end of the year, it is clear that the municipality has accumulated unpaid expenses. At the same time, Draginovo City Hall is expected to make savings to cover the required amount. After a serious discussion, the Economic Commission proposed that if there were savings, the money should be formed as a transitional balance and paid back in January 2006. On January 2, next year we can pay the amount, was the opinion of Mayor Dulev as well. However, DPS councilors and Mayor Alendarov disagreed with the postponement of the vote until January, accusing that if there was money, it would be distributed to others. Mr. Alendarov did not accept the arguments of the councilors that if they vote the money now, the decision will be "hollow" because at the moment they have no place to take it. In the end, all the councillors in the assembly voted what the mayor wanted - with the clear knowledge that they supported an impossible solution for the time being. Tempo
