After the confrontation in the municipality reached its next peak with the resignation of the entire Municipal Council requested by a newly formed civil association, attempts to unify and ease tensions followed early last week. On September 28, Mr. Fidel Beev invited the municipal councilors and citizens to a meeting. In the small hall of the municipality came less than half of the councillors, vrid mayor Dulev and deputy mayor Hodzhov, and the only citizen was Nikola Vetsov. The chairman of the Municipal Council, Nejat Kehayov, was adamant that in order for such a conversation to have an effect, politically represented groups should sit at the table, and that after serious organization. As a primary task, N. Kehayov set to appoint a head of the European Integration Department and to work so that next year the municipality will be ready to absorb 200 million euros in projects.

On September 30, the Municipal Council took its initiative to unite the local authorities around the pressing problems of the municipality. By an absolute majority, the councillors adopted a declaration that they accept constructive recommendations and criticism and will work in unity and understanding. The declaration also includes measures to improve the work. Some of them are aimed at enhancing the role of the Municipal Council as a body that determines the development policy of the municipality. It was decided that the Municipal Council should elect not one but two vice-presidents. Standing Committee meetings will now be held on a firm schedule in the last week of each month, and sessions will be held every last Thursday. Municipal councilors will receive a monthly reward of 200% of the minimum wage, not for a regular session as before. In the absence not for good reasons, penalties of 30% will be imposed. The information municipal bulletin will publish not only the decisions, but also the debates on major issues in the session. The Operational Bureau of the Municipal Council will develop urgent measures to overcome the lag of the municipality in activities. At the same time, councillors propose that the Municipal Administration prepare an action plan and propose it for discussion at the next session.
