At the elections for MEPs on 20 May in the municipality of Velingrad there will be 53 sections. They will employ 451 members of sectional committees, which were distributed among political parties at a meeting on April 4.
On behalf of the Municipal Administration, the meeting was attended by Deputy Mayors Nikola Vetsov and Recep Hodzhov and Secretary Stoyanka Karpacheva. On the part of the parliamentary represented political parties and coalitions for participation in the negotiations appeared: Toma Pachalov - BSP, Nadezhda Klyuchkova - NMSS, Ali Marekov - DPS, Atanaska Hrischeva - UDF, Kapka Vacheva - DSB, Vaska Kolchagova - BNS, Dimitar Triondzhiev - Attack. Some of the parties and coalitions appeared with several participants, but it was decided that only the one with a power of attorney would remain at the negotiating table. A desire to participate in the meeting was also shown by GERB, as a power of attorney on behalf of the party was presented by Dr. Zhecho Cheshmedzhiev. BSP leader Toma Pachalov suggested that non-parliamentary parties should not participate in the negotiations for seats in sectional committees. Opposite was the opinion of Kapka Vacheva of the DSB, according to which a wider representation of different political forces in the committees will be a guarantee that there will be no contesting of the promiscuity results and accusations of abuse. She recalled the democratic principle that the majority should govern, respecting minority rights. BSP, NDSV, DPS, SDS and BNS supported T's proposal. Pachalov extra-parliamentary parties to have no seats in sectional committees. DSB and Ataka voted for their participation. The representatives of GERB remained only as spectators of the negotiations. At the suggestion of A. It was decided in the sections with more than 300 voters the section committees to have 9 members, and in those with less than 300 voters - 7 members. This is the maximum number allowed by law and for comparison of the last presidential elections in the major sections the commissions had 7 and in the small ones 5 members.
The seats were allocated as a percentage according to the parties based on 225 MPs. Kapka Vacheva made another attempt to ensure the participation of the extra-parliamentary parties by proposing that the quota for the remaining 15 independent MPs be given for them. However, this was rejected by the BSP, NDSV, DPS, UDF and BNS. In the end, the parliamentary parties allocated their seats in the sectional committees as follows: 164 for BSP, 104 for NMSS, 68 for DPS, 26 for BNS, 25 for Attack, 32 for ODF and 32 for DSB. To supplement the number of 451 members of the SIC "bonus" of 1 place received Attack.
The seats for chairmen, vice-chairmen and secretaries of the committees were also allocated: 18 each for the three posts for BSP, 12 each for NMSS, 8 each for DPS, 4 each for UDF and DSB and 3 each for BNS and Ataka. The deadline for individual political forces to give roll lists of their SIC participants is April 13 this year.
