As of 1 April this year. The Ministry of Labour and Social Policy officially expanded the program "Guarantee Fund for Microcredit" into new 59 municipalities, including Velingrad and Rakitovo. This means that residents of these municipalities can now apply for the so-called. "Royal Credits".
Two types of loans are granted under the program: investment and working capital. The investment ones have a maximum amount of BGN 15,000, a term of up to 5 years and a grace period of 6 months. The maximum amount of turnover is 10 000 leva, with a term of 1 year and a grace period of 1 month. Interest rates will be between 8 and 10 percent. Loan collateral is 70 to 100 percent and a surety, mortgage or pledge is required to guarantee it. The main objective of the project is to create new jobs, so priority groups for granting the credits are defined: micro-enterprises (up to 10 people), cooperatives (up to 10 cooperative members, no housing and construction cooperatives), farmers, craftsmen, freelancers. Priority will be given to long-term unemployed, unemployed youth (20-29 years), unemployed from ethnic minorities, unemployed women and unemployed with reduced working capacity. In Velingrad, the Bureau of Labor and Partner Banks (UBB and Eurobank) provide loan application information and help fill out the application form. In addition, Center for Business and Information - Velingrad is committed to advising borrowers and developing the necessary business plans for a minimum wage. For unemployed people, consultations and the development of business plans will be free of charge. An extremely important point to know from those wishing to get credit is that they must necessarily open at least one permanent workplace. The number of new jobs opened is the most important element of the social assessment of the loan application.
For the application documents and the business plan, full information is obtained from the Bureau of Labor and the Center for Business and Information (CBI). The prepared package of documents is then accepted by the partner bank (UBB or Eurobank), which has the decisive say on the financial part. If the decision of the credit commission to the bank is positive, with the help of the Bureau of Labor, the whole package of document is sent to the Ministry of Labor and Social Policy. The Ministry considers the social part of the plan, the bank's decision and makes a final decision on the granting of the loan. The loan procedure lasts about 15 days. So far, the program has worked in 18 pilot municipalities with the highest unemployment rate, with over 100 credits awarded. In Pazardzhik district, the program started in Panagyurishte and Lesichevo, where 9 credits were given and 21 jobs were opened.
