The first broad discussion of the municipal development plan of Velingrad took place on the evening of February 4. The Chairman of the Municipal Council Nejat Kehayov explained that the preparation of the plan is the duty of the Mayor and the Municipal Administration. But in the long-lasting complex situation in Velingrad, when we missed all reasonable deadlines for catching up, this responsibility was shouldered by the Municipal Council. As has been repeatedly explained, the municipal plan should be a fact in April 2005. and in it are set all municipal priorities for the period 2007-2013, when our country is expected to be a member of the European Union. The big problem is that without a plan our municipality will have no basis for applying to the European pre-accession funds. That is, if we miss the deadlines, we will have to be angry only with ourselves that the European funding will pass Velingrad. The other danger is in the preparation of the plan not to be evaluated and targeted all important municipal activities - if they are not fixed in the plan, the conditions for applying to the donors will still not be present.
At the first working meeting in the big hall of the municipality gathered representatives of different branches. They filled out questionnaires, which showed that there was unanimity on the vision and priorities of the municipality. "Velingrad - international tourist and balneological center" was the vision approved by the majority of attendees. In their speeches, Dr. Ilza Popova from the SBR-NK branch Velingrad and Vaska Milusheva from the Regional Development Agency stressed that we should not scatter between 15 priorities, but should target a maximum of 3 main ones: balneology, tourism, forestry and agriculture.
Businessman Angel Rimpev estimated that 80% of those currently employed in the region work in industry and this will continue to be the case. The European Union is one clerical state, for every thing they want a document and a certificate and that is why we have to certify the local ecologically clean areas, he stressed. Mr. Rimpev proposed to seriously think about the processing of bio-waste, which is mandatory in the EU. The chairman of the community center "Father Paisii" Dimitar Mechev put on the agenda the problems of culture, which should also be included in the plan.
At the next stages of the discussion, expert opinions will also be sought, N. Kehayov. The municipal development plan will be subject to public discussion, will be discussed and adopted by the local parliament and in the final will be presented to the regional governor and MRDPW.
