According to the State Budget Act 2002 for the Municipality of Velingrad, the Ministry of Finance has set an amount of BGN 5,068,100. Of these, the total subsidy is BGN 3 633 500, with targeted subsidies for social benefits provided for BGN 956 600, and for capital expenditures set at BGN 478,000. Separately, the municipality will receive BGN 100,000 for water supply of settlements and another BGN 100,000 for sanitation of settlements.
A comparison with previous years shows a significant reduction in the subsidies the state has set for the Municipality of Velingrad. For the year 2000. The budget was 5,468,600 leva. After that, the municipality managed to convince the Finance Ministry that for years the macro-framework of the budget for Velingrad was wrong. So for 2001. The budget allocated the record for the last decade 7,681,265 leva. However, this upward trend did not persist for 2002.
According to the Budget Act, state subsidies to municipalities are sent in the amount of 90 per cent of the set amount, with the remaining 10 per cent being provided only in cases where the established deficit in the overall budget of the state is not exceeded. A total of 1 889 100 BGN are provided for the municipality of Rakitovo, of which the total subsidy amounts to 1 273 000 BGN, the targeted subsidy for social benefits is 466 100 BGN, and for capital expenditure - 150 000 BGN. The adoption of municipal budgets is due to take place at the upcoming February sessions of the Municipal Councils in Velingrad and Rakitovo. After their adoption, the approximate amounts available to municipalities will be understood, adding to the state subsidies the tax office's forecast of revenues from local taxes and fees, as well as estimated receipts from municipal property operations and possible revenues from fines, interest and other non-tax revenues.
The figures in the 2002 budget unequivocally indicate that the municipalities are facing a difficult financial year. It is inevitable that this will reflect seriously on the already low living standards in Velingrad and Rakitovo.
