Supreme Court of Cassation rules: Dulev's sentence remains in force

Municipality of Velingrad again before the question of who will be mayor
Late afternoon of May 21, 2007. The Supreme Court of Cassation announced its decision on the appeal of the mayor of Velingrad, Stoyan Dulev, who wanted the annulment of his suspended sentence of a year and a half in prison. The SCC denied the appeal and upheld the verdict.
At first instance, the verdict was handed down by the Pazardzhik District Court over an unlawful contract concluded by Stoyan Dulev with Beev and Beev for the garbage disposal of Velingrad in the summer of 2005. The second instance - Plovdiv Court of Appeal, confirmed the decision of the district judges. Stoyan Dulev took advantage of the last opportunity for appeal and filed an appeal with the Supreme Court of Cassation, which was heard on March 19, 2007. Two months later, on May 21, the supreme judges ruled: they kept in force the decision of the Plovdiv Court of Appeal, that is, they confirmed the suspended sentence of 1.5 years imprisonment with 6 months probation. The decision of the SCC was sent to the Court of Appeal - Plovdiv, which in turn must in due course send the confirmed sentence to the Municipality of Velingrad. With a sentence in force, Stoyan Dulev cannot by law remain in the mayoral post. As there is little time left until the regular local elections in October, no extraordinary ones will be scheduled. The options for who will be mayor are two: either one of the current deputy mayors, or a municipal councilor.
