Interim mayor deposed for second time

The interim mayor Stoyan Dulev was recorded in the history of the municipality of Velingrad as the first mayor to be deposed twice by the Municipal Council. On November 25, 20 of the 29 municipal councillors voted to end his powers. Three months earlier, 17 councillors had decided to remove it, but it was suspended by the district government and the Pazardzhik court ruled that it was illegal because 2/3 or 20 votes were needed. For the re-election of Mr. Dulev from the mayoral post, the necessary 20 votes were collected in a secret ballot.
On November 23, seven municipal councillors (T. Pachalov, N. Klyuchkova, A. Adem, Al. Daskalov, St. Asenov, Ek. Cafferinova, At. Vodev) have submitted to the chairman of the Municipal Council a request to terminate the powers of the temporary mayor. The motives are systematic failure to fulfill the obligations for more than 3 months; does not organize the implementation of the decisions of the Municipal Council and does not report to it; does not send the acts in a 7-day period required by law; does not organize a long-term program for the development of the municipality of Velingrad. Before Mr. Kehayov submitted the submitted request for resignation, the councillor Zavarin Marov made a procedural proposal that the television cameras should capture only 3 minutes at the beginning of the session, then be turned off.Mr. Marov justified himself with the Rules according to which the session is broadcast directly. If there is no direct broadcast, where manipulation is not possible, it should be accepted the practice in the other municipalities and in parliament televisions to shoot footage at a certain time. Zavarin Marov put emphasis on the fact that the interim mayor used all the resources of the municipality to win Fidel Beev the upcoming mayoral elections. As evidence, he and Al. Daskalov indicated a reference from which it is evident that the company of F. Beev "Chepino Autotransport" has received the money for 6 out of a total of 7 sites funded by the Fund "Strength Disasters". Mr. Dulev wished to clarify that it is a total of BGN 63,000, which is "not a lot of money". On the first working day after the publication, Mr. Dulev understood his mistake and in an order with the same number and date in place of Stroycom he recorded Beev and Beev Ltd. We insist on observing the legality, stressed T. Pachalov added that according to the text of the order, the entire population of Anezitsa was deprived of garbage disposal. The councillors put to a vote the candidacy of Deputy Mayor Recep Hodzhov, as by law the place of the temporary mayor is taken by the deputy. Mr. Hodzhov received support from 9 councillors, 6 were against and 14 abstained. So the deputy mayor didn't get the votes he needed to become interim mayor. In this situation, the regional governor is expected to hold consultations with the political forces this week and appoint a temporary mayor ex officio.
