17 municipal councilors voted part of the Market with an area of 1977 sq.m. to be differentiated into a separate new plot. The allocation of the new plot, which is in place of the current tables of the "battle", changes from "For Cooperative Market" to "For Trade and Services". The decision provides for the construction of 46 single-storey commercial sites on turbot, each with an area of 20 sq.m., to be carried out there.
Debates on the text were brief but tumultuous. The TSU committee proposed not to adopt the next text of the decision, according to which the municipality announces a competition for the rental for 5 years of the new commercial sites. This was accepted, but the proposal of the independent councilor Georgi Mihaylov to postpone the whole point was rejected, as the text of the draft decision is not correct. Ekaterina Kaferinova insisted that a conversion of the land from public municipal property (POS) to private municipal property (COS) should be voted first. Nejat Kehayov asked which should be transformed - the whole Market or only the new plot, and Georgi Yanev, Director of Municipal Property, reminded the councilors that they have the right to carry out such transformation only if the public need for the Market has been dropped. If someone has an interest in buying, then the public interest is dropped - so Mayor Stoyan Dulev apostrophes the stated desire for the plot to become a private municipal property. And the councilor Recep Sijim directly asked: "Tell who we are selling to?" Ultimately, the decision did not include conversion from POS to CHOS, but this could happen at a next session and would be a step towards changing ownership of the municipal market, which interests undoubtedly there are.
In the roll call vote, the decision was supported by the councillors: A. Adem, I. Mandraji, A. Kepchelev, I. Lebanov, N. Taushanov, V. Gushevilov, D. Gadzhev, Sn. Veleva, L. Ananiev, G. Panov, Dr. P. Buchkov, Al. Daskalov, D. Kasapsky, Dr. Cv. Dafov, At. Chryscheva, Ek. Cafferinova, St. Asenov. Against voted R. Sijim, B. Belukhova and G. Mikhailov. N. Kehayov, M. Alexiev, I. Babuchi, Z. Marov, T. Pachalov, V. Bozev and Eve. Slavchev abstained. Minutes after the vote, councillors from the current majority continued the violent dispute over the point in the lobby in front of the hall with the participation of Fidel Beev and Georgi Velev.
