According to interim mayor Stoyan Dulev, this is a table, it became clear from the explanations he gave to the Municipal Council. On September 3, 4 pavilions were placed on stained municipal property in the presence of Krasimir and Fidel Beevi. The next day, the councillors requested clarification from Stoyan Dulev, as according to the Ordinance for placing temporary movable facilities there is a procedure for placing pavilions. Mr. Dulev replied: "As I recall, there were spots confirmed by Ch. Architect and Expert Council. A contract for sidewalk law has been concluded, as with all the tables". The councilors reminded Mr. Dulev that he violated the decision of the Municipal Council to clear the city of pavilions. Atanas Vodev pointed out that if there is a precedent, every tenant of a trading table can ask to put up a pavilion without complying with the requirements of the Ordinance. As evidenced by the photo, the explicit requirement that the "table" should not impede the movement of pedestrians on the sidewalks public municipal property may no longer be observed. Does the Expert Council also support such a practice?
In front of journalists, Stoyan Dulev could not remember with which company he had signed a contract for the "tables" hours before the Municipal Council limited his rights. But there is no room for doubt that this is another lightning-fast contract in fulfillment of the order "Our companies must work". Another question is whether someone comfortably does not see and has memory problems or we are again witnessing how with the participation of the mayor's institution the laws dress in private interests.
